Enable partial payment options in Citizen Access

Citizen Access enables agencies to accept partial payments for fees and includes a Pay later option in the Shopping cart.

Some typical use case scenarios for this functionality include:

  1. Multiple licensed professionals working on the same project need the ability to pay their portion of a single invoice by selecting and paying only for the fee items they are responsible for. This is a typical scenario for commercial building permits where multiple parties are involved. In the most common use case, the contractor will submit the application and pay the application fees before the plan review process. Subsequently, the architect and professional engineer will pay the plan review fees before the permit is issued. After issuance, contractors and sub-contractors pay the various inspection fees applicable for there area of responsibility.

  2. A citizen wants to pay specific fee items immediately to avoid fines and penalties, and may have more leeway for paying other fees later. In addition, citizens require the convenience of paying fees online 24/7, without the hassle of mailing a check or driving to the agency to make payments.

  3. Some agencies prefer to collect a steady stream of revenue and will accept partial payments to avoid the delays that can occur when full payment is required.
